The 2013–14 CHL season was the 22nd season of the Central Hockey League (CHL). It was the last season of the CHL, as the league ceased operations in October 2014 after only seven teams remained. Allen, Brampton, Missouri, Quad City, Rapid City, Tulsa, and Wichita were accepted as expansion teams into the ECHL.

He reports that as a non-resident, you have to be IN ID to take the class, and then RETURN to ID to get your permit. Something to do...

So, say I have an Oregon CHL. Also say I have a KelTec Sub 2000, a foldable 9mm rifle. Would my CHL allow me to legally carry my loaded 2000 around with me in my messenger bag?

I dont think I saw this posted yet. Oregon State Sheriff's Association has an online course that you can take that satisfies the education requirement for an Oregon CHL
It looks like the certificate for completing the course is $55.

So. I know how to use a firearm, aim one, and hit a target. I can field strip most things if you give me a minute with ones i've never handled - but even then, i know better than to fiddle without cause, and will ask if possible. I don't aim uprange. Etc.

Yes, it's still asking for permission from the government, but at least it's a step in the right direction.
So let's say you have a valid OR CHL and wanted to determine whether you'd be comfortable legally carrying a handgun that you haven't purchased yet. What if a buddy offered to let you carry his legally-purchased post SB941 handgun to find out?
