So once again, like SB 941 FFLs would gain a certain advantage.

I wonder though how many are going to sell what they have - especially if they know they can't readily buy anything, and may not ever again if they do NOT plan to take part in the permit process - whenever that might materialize.
I don't know how many will want to sell if it passes but sometimes people sell based on hardship scenarios and might not have much of a choice. If gun owners are unable to or have to jump through difficult hoops to get a gun back if they pawn it. they may have to sell it instead. This will obviously be a much bigger issue for lower income residents, which is why I feel this measure is discriminatory/regressive.

I don't see any advantage in the slightest for ffls. Restrictions to sales means less sales, as well as accessories mags etc. I see ffls just hanging on or going out of business though.
Agreed. If an FFL's primary source of income is firearms sales/transfers, I don't see how they could survive for long under this monstrosity.
The little plankton FFLs like me are going to be done. All this does is open us up to even more regulatory audits and BS. There's no advantage to me and I don't want to deal with it.

The National Socialist Oregon Workers Party does not care. If you're not on board (and on message) you will deal with the consequences.

Ditto. If this POS passes and is in force, and I can't shift operations to something viable, I'll likely wrap up our side business in 2023, because the regulatory BS will be simply too much to bother with. There is the compliance stuff that has existed for decades, coupled with "instant" background checks taking weeks, and NFA transfers taking over a year .... then this? Forget it; too much headache, not enough green.

If they mostly rely on transfers for income they will be screwed. If they sell items on gunbroker, armslist, etc to out of state buyers like Sunset Firearms they should be able to pivot and survive.

There is going to be a whole new market for 10 round mags. FFLs that have these available will be able to sell them. The people who want to legally carry the same number of rounds as they did with standard capacity mags will need to double or triple the amount of mags they maintain for each carry gun they own.

FFLs who offer the required training will have a big leg up on other FFLs who don't. FFLs who offer longer term storage of items for buyers will also have a leg up.

And times this by how many FFLs in the state?

The 'black market' in guns will no doubt explode.
That's the thing. This will make Oregonians as a whole less safe regardless of intentions.

Catch and release DA's + no prosecution for minor and violent crimes + curtailment of LE abilities + defund and demoralize LE + Making it harder for citizens to defend themselves = a field day for violent crime

Expect violent crime to start happening during the day, violent home invasions to increase as Oregonians over time will be less able to defend themselves. Expect crime cartels to become the number 1 employer in Portland. GET OUT of metro areas NOW.

Further complicating things for online sellers are the new requirements from UPS/FedEx, which have been discussed in other threads.

A lot of law-abiding Oregonians will innocently run afoul of this complicated BS and suddenly find themselves with a criminal record. That is my fear.
And unlike the catch and release afforded even violent criminals THEY will be prosecuted and lose their ability to legally posses firearms.

Apologies to the OP for the thread drift, so back on subject for me

Not a problem at all. I enjoy reading everything, and seeing different perspectives/opinions on the matter.

If we hit the point where I have to take them off my property, mag capacity will not matter.
That's fine for you. But there are a lot of people who need to travel between home and range, or home and other location of recreational activity involving firearms, and it's a concern for them.

I do believe in the measure they will be allowed to be used on public lands, transportation was something along the lines of separated from the firearm itself.
