TCOV- I was issued a valid Washington cpl in 15 minutes. The officer that took me in for printing was very friendly and it was a refreshing surprise that she said she had already checked my files and I was good to go. I have a valid cpl not a temporary permit and I can carry concealed now and I am not breaking the law. So I see it as me having being issued a cpl within 15 minutes. I only mention it because I felt lucky on that one, I know that alot of people have to wait the full thirty days which I fully expected to be the case with me. I had heard of people getting them in 10 days and less sometimes but I expected to get the maximum just because it was a hassle for me to get my Florida cwp and took around 8 months for me to get. I can't remember for sure but I think Florida is a may issue state not a shall issue state. Their cwp's are issued from one single place for the whole state, The Dept of Agriculture and licensing I think. Anyways I was told there was a 4 month backlog and that's how long most people were waiting to receive their cwp's. I was applying right after the election and everyone and their mother were applying for cwp's. I know I waited 4 or 5 months just to receive any response from them. You have to pay for a class, get your little nra certificate for basic pistol marksmanship, got ink fingerprints taken and mailed that all in with a check for $114, then wait around 4 months. I got printed as a part of my class though. You had the option of going into a pd and paying around $50 bucks for them to submit your electronic finger prints which I opted not to do. That's just for them to submit your prints for you electronicaly they don't issue any type of permit.
They wanted further proof that I was an American citizen, as my father, a Vietnam veteran, served in the U.S. military I was born in Germany. So I write Augsburg, Bavaria Germany in the little spot that asks where you were born. Then I check the little spot that says U.S. citizen. So I sent them a copy of my report of birth of a U.S. citizen abroad- (which I had just had reissued as Florida also had denied me a driver's license because my original certificate of birth abroad of a united states citizen didn't look like the little picture of a birth certificate next to her desk and I'm not sure if she could read English well enough to read the part that said united states citizen. So I actualy had to have my parents get me a new birth certificate and mail it to me before I could get a drivers license as the current report of birth more closely resembles the picture of a birth certificate next to her desk)- which I had to mail off and wait for another month for an acknowledgment that I was indeed a U.S citizen and they were continuing to investigate my background.
Another month later I get an inquiry regarding a no process misdemeanor in Virginia for a case in which my lawyer (not public defender) convinced the prosecution before trial that they were going to lose the case and they lost interest in prosecuting and gave it a no process. They needed a form with the courts final disposition.( It was a non disqualifying misdemeanor anyways) and that I had 2 weeks to respond or they would suspend my application. So I was able to track down my lawyer and request a copy of the courts final disposition, his secretary was able to get me a notorized copy of the courts final disposition-which was a no process from 8 years prior and she mailed the copy to me and then I mailed the copy to them. I didn't make the date before suspension though so I had to mail it with an informal hearing explaining the circumstances and apologizing for turning in my homework late. Another month went by and I got a letter saying they had reinstated their investigation into my background. Another month later I got a letter in the mail with my cwp. Yay me! I was also ready to get the heck out of Florida by then and moved bacj to Washington.
This is why I was so elated about getting my Washington cpl so fast.i know they could take it back if they found a reason to within 30 days but the officer who processed me seemed content with my background check and I had never used one of those computers that run your prints as your taking them which I thought was pretty cool vs the ink fingerprints I had done before. Also, anyone could have their cpl revoked at any time should some information surface that disqualified them. Their pd just wouldn't be actively seeking information after the fist 30 days.
