Try putting in water (well above bean level) bring to a boil turn off heat and let them sit overnight. Drain and then try cooking regularly. If that doesn't work make up a bunch of these for the craft fairs.

Every has-bean likes to be eaten by a cougar every now and then.....I've seen these before, my grannie warned about them, & my great uncle lectured extensively about them.
Do not mistake them for edible legumes. They have morphed into something else.
