OK, I get that it is now a question on the application when you buy a semiauto rifle or pistol, but what form required me to sign permission to investigate my mental health before the I1639 form. Outside of the 4473, I have never filled out, or had to fill out, any form in order to purchase ANY rifle or pistol, prior to the implementation of 1639 BS.

Does the CPL exception to the waiting period for pistols still exist? With a valid CPL, can the buyer receive delivery immediately, or did 1639 take that away too?

Indeed! Retired teacher here Benefactor NRA member CPL, and my wife loves me. I am a very gruntled person.Teacher, NRA member, CPL holder, statistically speaking, I'm about as safe to be around as peaceable person could get. Sure would be nice to be treated like such. Lol

The CPL waiting period change, and Dan correct me if I'm mistaken here, was due to the FBI dropping its manpower support to Washington FFLs, not because of a change in Washington law. The FBI essentially stopped doing Washington's work. So CPLs wait until the county gives the proceed. It is not a fixed waiting period like it is for semi automatic rifles now.

When you transferred a handgun prior to I1639 there was a form that went to LE and the state. In my experience the dealer actually filled it out and all I did was sign it verifying length of state residence, kind of an afterthought thing after filling out the 4473. Of course I never read any fine print as if you don't sign you don't get the handgun.
