Yup. Then they will have to spend at least 30 days interviewing. Once they decide on an applicant, that person will probably start by organizing the stakeholder meetings. There will probably have to be several, and they probably won't be able to get everybody together more than once or twice a month. Once they draft the administrative rules, policies and procedures, they will be passed around several times for review and revision. Then they will go to the final authority, whoever that is, for review and approval. Provided they are not sent back to the committee for further revision, they can start the procurement process for the data systems, hiring the technicians, begin the necessary training programs, beta test the software, and so on. It's not going to happen anytime soon. No doubt, just about the time all the equipment is procured and programmed and the techs are hired and trained, the law will be declared unconstitutional.

$70k, guess that isn't too bad…. And your a state employee, can anyone say PERS….

LOL No. They are going to fast track this like we've never seen before. Like @jackrv just posted, probably a relative of a donor, or some bootlicker already lined up. Wouldn't surprise me to see one of the LEVO lawyers picked for the job. Corruption at it's finest front and center.

They still have to go through the motions. There is a process.
It will be an interior OSP candidate. They have to post the position, but they have someone in mind that is within the OSP (has to have LEDS certification).
Or qualify after hiring.

Filling this position is only the first of many steps in getting this system up and running. Isn't OSP estimating 2024?

"You will manage the Permit to Purchase (PTP) firearms program.

In 2022 Ballot Measure 114 passed which created new requirement for gun purchases with the state. The new law requires that persons pass a permit application process prior to purchasing a firearm. The Permit to Purchase program performs various functions by law. Primary functions of the program include conducting fingerprint based criminal background checks, conducting firearms eligibility administrative functions related to the program. This program coordinates permits to purchase activities and requirements with the local Police Departments and Sheriff's Offices who have responsibilities as the permit agents to determine if a person will be approved for a permit.

You will coordinate functions with all programs within CJIS. As the program manager, you will maintain current knowledge of Oregon and Federal laws, regulations, technology, and issues surrounding criminal history records and firearms regulations. As the manager, you will be the representative to criminal justice agencies for the policy, procedure, and coordination of criminal record issues, as well as the Federal Government for the policy, procedure, and coordination of programs."

 
So - we have to get a permit, and still pass a BGC on every purchase?

It seems to me the permit should be enough. All that needs to be "checked" would be that it is either on a "whitelist" or a "blacklist" - which could be updated "in the background" without having to run a complete BGC.

That would probably not jive with federal law for FFL transfers, but for "private" party transfers, federal law does not require that an FFL get involved - all a private seller need to is check the permit against the lists, and sell or not sell.

Of course, anti-gunners and gov would never go for that scenario.
