It is easy. I myself have joint residency, but all you have to do is go over and pay the fee for a non-resident permit. They have no education requirements at all. You pretty much just have to pay the fee and

Joint residency? Please explain. So I guess I can have joint residency and get NFA stuff from my Oregon "residence"? I don't know about that. I try to stay to the whiter side of the gray area.

No, you still have to obey each separate states laws. You also have to show that you maintain both a business presence and a residence in both states.
