Now that everything is going electronic, they can hold on to information forever. The cloud has become defacto registration. Once a part is serialized, it is on the radar for life. And as others have said, that is the reason Oregon mandated FFL transfers on private party sales.No, Oregon does keep a record of every gun sale. FFL's are mandated to keep records by law. This is literally a registration with your drivers license, name, address and gun serial number.
So why do people think there is no registration.
These records are kept forever, and when the FFL relinquish his license, those records are shipped to the ATF.

Lived here 71 years. It's my opinion that Oregon was ruined by too many on the government dole.California in 1960-1970 was more conservative then any place currently in Oregon.

(1)(a) A person may not knowingly offer for sale, sell or transfer a firearm unless the firearm has been imprinted with a serial number by a federally licensed firearm manufacturer, importer or dealer, or a gunsmith with a federal firearms license, in accordance with federal law. (b) A person may not knowingly possess a firearm unless the firearm has been imprinted with a serial number by a federally licensed firearm manufacturer, importer or dealer, or a gunsmith with a federal firearms license, in accordance with federal law.
SECTION 5. (1)(a) A person may not knowingly import into this state, offer for sale, sell or transfer an unfinished frame or receiver unless: (A) The person is licensed as a firearm dealer under 18 U.S.C. 923; (B) The name of the manufacturer and an individual serial number is conspicuously placed on the unfinished frame or receiver in accordance with the procedures for the serialization of a firearm in 18 U.S.C. 923(i) and all regulations under the authority of 18 U.S.C. 923(i), including but not limited to 27 C.F.R. 478.92; and (C) The person maintains records relating to the unfinished frame or receiver in accordance with the procedures for record keeping related to firearms in 18 U.S.C. 923(g) and all regulations issued under the authority of 18 U.S.C. 923(g), including but not limited to 27 C.F.R. 478.121 to 478.134
It means you cannot possess an unfinished frame or receiver unless it's it has a serial number IAW ATF regs, and you cannot possess the completed firearm unless it goes through the same process.

No. Marking serial numbers on PMFs is a "customization" and a licensee's return of a firearm, received solely for repair or customization, to the person from whom it was received does not require an ATF Form 4473 pursuant to 478.124(a) nor a NICS background check.
