No, Oregon does keep a record of every gun sale. FFL's are mandated to keep records by law. This is literally a registration with your drivers license, name, address and gun serial number.
So why do people think there is no registration.
These records are kept forever, and when the FFL relinquish his license, those records are shipped to the ATF.
Now that everything is going electronic, they can hold on to information forever. The cloud has become defacto registration. Once a part is serialized, it is on the radar for life. And as others have said, that is the reason Oregon mandated FFL transfers on private party sales.

It used be that FFLs only had to retain the information for x number of years. I don't know what the current rules are, but it is highly unlikely that records are ever terminated or destroyed even if they meet the statute of limitations.

Sometimes I hope to see the bubble crack but not burst. Just to let people see what's possible. They take our 1st world status for granted. I only saw a taste of Central and South America in the 90s and the under class (everyone not connected to a prince) in the middle east. When you are nobody, you truly are nobody.

Where gun rights fail other rights follow. I remember hearing a story of a man trying to get his dad insulin in Venezuela. My 50 years here have been easy. My Grandfather can't say the same. Will my grandkids?

I used to ride my bike, go hunting and target shooting. Oh did I mention.. I
did this right where the new SF football stadium is now.
And did I also mention, we would have 22's strapped to our handlebars and cops could careless.
I was 12 as well.



But the breath of freedom was sucked out from all of us that were true Californians.
No one there today is Californian.
I moved up here to be with about 50 other family members that moved up here.
To try and save the freedoms we were losing.
I feel assaulted again. Those law makers in Salem, rape and pillage the freedom we have.
They do not care who I am, or who we all are in here. We are just a stepping stone in the way of their destruction.

Sad that slowly under the guise of Peace, we watch and see it taken bit by bit.
Law makers in Oregon, will be happy when they can line us up along a 10'x 100yard ditch and end freedom once and for all.
Not meaning to be dark. But what I see, is California is moving fast here. They are less then 10 years from taking it and turning it into
California North.

Lived here 71 years. It's my opinion that Oregon was ruined by too many on the government dole.

Add to the number of government employees all the welfare recipients and the colleges and universities and you get a solid anti gun voting block. Those folks vote to fill their pockets so of course it's for socialist that give our money away.

Left consolidated it's hold by running out small businesses years ago with the spotted owl. Re consolidated with covid as they drove out many more small businesses. 114 would never have passed before covid was run on us, we had conservative small businesses keeping check on our rights.

Well darn it, those Oregon lawmakers are going to make me toss all my 80% stuff... Not really, I'm not surrendering or changing a damn thing. There's an injunction in place already protection p80 stuff so why they would even try when it's obvious that it's going down across the board is simply stupifying... i wonder what would happen if a guy were to make his own serial number and then somehow got questioned about it… and he decided to talk and said "oh i bought this like that in 2014 before BGCs were mandatory" 🤷‍♂️

would be such a shame if the burden of proof just wasnt obtainable. sigh.
 
does that mean the FFL then tells the AFT about it or you just take it there and have them engrave it and be done?

(1)(a) A person may not knowingly offer for sale, sell or transfer a firearm unless the firearm has been imprinted with a serial number by a federally licensed firearm manufacturer, importer or dealer, or a gunsmith with a federal firearms license, in accordance with federal law. (b) A person may not knowingly possess a firearm unless the firearm has been imprinted with a serial number by a federally licensed firearm manufacturer, importer or dealer, or a gunsmith with a federal firearms license, in accordance with federal law.

SECTION 5. (1)(a) A person may not knowingly import into this state, offer for sale, sell or transfer an unfinished frame or receiver unless: (A) The person is licensed as a firearm dealer under 18 U.S.C. 923; (B) The name of the manufacturer and an individual serial number is conspicuously placed on the unfinished frame or receiver in accordance with the procedures for the serialization of a firearm in 18 U.S.C. 923(i) and all regulations under the authority of 18 U.S.C. 923(i), including but not limited to 27 C.F.R. 478.92; and (C) The person maintains records relating to the unfinished frame or receiver in accordance with the procedures for record keeping related to firearms in 18 U.S.C. 923(g) and all regulations issued under the authority of 18 U.S.C. 923(g), including but not limited to 27 C.F.R. 478.121 to 478.134


It means you cannot possess an unfinished frame or receiver unless it's it has a serial number IAW ATF regs, and you cannot possess the completed firearm unless it goes through the same process.

And that's one of the forms that the ATF requires to have copies of, right? Correct me if I'm mistaken? It's to do with bound books?
