Um you can't conceal carry in public anywhere in Washington without a conceal permit. (abode and fixed place of business acknowledged.) RCW 9.41.300 lists multiple places where firearms are a no go regardless of permits. It also allows for local restrictions consistent with State law. A review of current policy in Olympia shows that open carry appears legal and WSP is educated on the issue. This is one state capital. I stand by my caveat know your laws before you March off with an AK and a chip on your shoulder, and we are PA's here in WA, if I was one.

Hej! Guess what! There are a lot of EXEMPTIONS in RCW 9.41.060 to the prohibitions in RCW 9.41.050...so unlicensed OC or CC is legal if you meet one of those exemptions. However, unlicensed OC is legal basically the same places CC with a license is legal with the the exseptions of stadiums and convention halls, and local government restrictions cannot be any more restrictive than State Law

Yes, the WSP if very well versed in OC, so are most local police and Sheriff's departments.

I have OC'd since July 1970, and I have had a total of 3 verbal encounters with LE. The first one was about 25 or 30 years ago...in Manson, Chalen co. I was shopping for camp supplies at a local grocery store...

as I was loading my camper a Chelan Co sheriff deputy drove up, got out of his SUV and asked me: "Hunting?" I answered: "Yep". Then the Sheriff's Deputy turned and muttered to himself..."nothing illegal here, now I need to go find that caller." I was carrying a 6" Colt Revolver in a full cover hunting holster (Read exemption in RCW 9.41.060(8))

The second verbal enounter was with the CoP of Tonasket. This was when we had first moved up to the highlands about 8 years ago... Chief: "well, when are you guys going to join our gun club?"

The third encounter was with a Skagit County Sheriff's Deputy last summer, at the Clear Lake Boat ramp. Deputy "what is it" Me "CZ85" Deputy "nice gun" (yes this conversation was longer...but about guns we like, shooting, then he stated he wanted to move to Okanogan Co and wanted to know what the prices of places where...etc

In over 42+ years of OC, I have NEVER been asked for my CPL, I have NEVER been disarmed, and I have NEVER had a problem with LE, of any type. I only conceal when it is cold enough for a heavy coat,

Actually, the number of places that are listed as restricted in RCW 9.41.300 are not many at all if you think about it. The only one that is not common with just about every state is the "Over 21" restricted places. I would like to see that go away, just because I do not think there should be any restrictions, but it does not bother me as I do not go to bars anyway.

Just in the last month I got the the local PUBLIC hospital to comply with state law and remove their gun buster's sign, and have not checked again (I should) but the Town had a restriction on ANY place that served...I got a promise from the mayor that that law would be modified to comply with state law. I should check up on him to see if the city council actually did so.

Just for your info, our oldest daughter has an AR and her husband has an AK, me I have a heavy barrel Rem 700 I purchased new in 1964. Actually, the only new gun I have ever purchased...I prefer old stuff. My CZ 85 is from 1991...It is the newest gun I own...all but 2 are pre-1968 and my oldest is 1903.

From "Gun Control = More Crime" - - - "Guns Across America" is going to take place Saturday, Jan. 19, 2013 at "high noon." This is going to be a peaceful picketing protest against ANY, AND ALL future gun legislation. This is our chance to reach out to our elected officials, and tell them NO NEW GUN LAWS! "Guns Across America" is being tailored to happen in every state's capitol city, at their capital building. The theory behind doing this event on a Saturday, is most conservative gun owners work a typical Monday through Friday job. I'm hoping for a massive response by doing this on a weekend."

With everyone's help, and thoughtful consideration, we'll contribute to another wildly successful operation. Now the "legals".. Tom Tharp (Oregon's coordinator of record) just posted "the rules" and our modes of cooperation with local law enforcement: "Oregon State Troopers have called and told me that ONLY Concealed Permit Holders are Allowed on State Capitol Property With Firearms Unloaded Or Loaded. That includes ALL adjacent State Capitol Property which means the parking lot, and any property from the sidewalk in towards the Capitol including the steps.

So if you do not have a Permit To Carry Issued by your County Sheriff then do not come on State Capitol Property with a firearm of Any type even if Unloaded. You can carry Unloaded on the sidewalk along the street. We need Marchers on the sidewalks on both sides of Court St.

All people are welcome to carry signs on and at the Capitol.

There is no room for argument on this as the State Troopers reviewed municipal code for the Capitol Property and have cited codes and definitions where citizens can and cant carry a gun to insure that we are safe and not breaking any laws. These Troopers are supporting us not hindering us. They are on our side and are gun owners too and support The Second Amendment. They put their life on the line daily.

The State and City of Salem Police know and support our Rally. They assured me repeatedly that they will not hassle us. If an Officer wants to talk with us or check for Concealed Carry Permits on Capitol Property then Cooperate Completely and Respectfully.

We are the Good Guys! We are Law Abiding Americans. We are what makes America the greatest country in the world.
We Kneel, We Stand, We Vote, We March!

We will make this the greatest gathering in Oregon if we do it right.

Our Messages On Signs Are Our Best Statements. Make at least two so we have more than enough.

Please please please don't make this harder than it is, it is what it is, we must comply to the letter of the law at our Capitol.

Concealed Carry Holders Can Carry On Capitol Property, All People Can Join Together On The Steps Carrying Signs, No Guns.

Unloaded Guns CAN be carried on the sidewalks and we Need People On The Sidewalks Too.

Zip Ties will be available to make guns Safe like we do at Gun Shows.
We are not at the Range so leave the ammo home or locked in your vehicle.

Please don't start arguing about this turn of events here.

We must stand united and do this right.

Those of you talented folks that can make a simple handout outlining the Rules of Access and Cooperation
and make a jpeg we can all save and print out, and distribute it will help keep everyone safe.

I need volunteers to have hundreds of handouts ready and at the Capitol at 10am to give to every attendee.

We must leave the property as clean as we find it.

The Capitol will be closed so local restaurants can provide food, and drink.

We have a permit to be there from 10AM to 2PM.

We are visitors to these neighborhoods so let's be good neighbors .

Secret Shame gun owners? Shame on you! Always a few extremists calling the vast, vast, vast majority of people with common sense epithets! I'm not ashamed of much, certainly not calling OC'ers a bunch of wack jobs! And listen up! I could care less about appeasing a bunch of our liberal enemys! This is about a sensetivity to folks who see black rifles etc superimposed on a field of slaughtered children! We don't need to convince us that you can't blame the weapon for the crime that a nut commits. We need to convince middle America! Remember, these people can out vote us! If we lose the moderates we are in big trouble! If you just have to show off your darling AR snap a photo, make a poster and put it on a stick!

I'll be there on the 19th, looking considerably neater than is my custom, with no more than a sign on my shoulder!

OC'ers perhaps I miss judge you, that secret shame crack really burned me off! I would like to read a thread, elsewhere, explaining your reasoning and concerns. If you write it, on my word I will read it with an open mind.

Don't worry, I will not be there (WA ya, not OR) but that mean you have some work to do as State law ORS 166.360(1) restricts unlicensed carry IN a public BUILDING, it says nothing about the grounds. That Salem may have overstepped the bounds of ORS 166.173 and therfore, if in fact (and I don't doubt it a minute) Salem has attempted to restrict on the grounds of the capitol, their local restrictions are up for question and correction.

ORS 166.360(1)

(1) Capitol building means the Capitol, the State Office Building, the State Library Building, the Labor and Industries Building, the State Transportation Building, the Agriculture Building or the Public Service Building and includes any new buildings which may be constructed on the same grounds as an addition to the group of buildings listed in this subsection.

Please note: Every restricted place is a BUILDING.

Secondly: The police cannot unrestrictedly request you CHL unless you are in that BUILDING ORS 166.380(1)

(1) A peace officer may examine a firearm possessed by anyone on the person while in or on a public building to determine whether the firearm is a loaded firearm.

Again, please note the word BUILDING

Please do not think I am trying to cause problems, I am just pointing out...the STATE LAW does NOT require a CHL unless you are in a public BUILDING, and an officer cannot ramdonly breach your 4th amendment rights unless you are in a public BUILDING.

I do not know about the OR rally, but the WA rally is scheduled for outside on the grounds, not inside any building, I would assume this will be the same in OR.

Details: "Guns Across America" Rally Jan 19th. We have the Salem
Capitol step reserved from 10AM to 2PM and are asking everyone to
arrive and assemble on the front steps before noon.

Lars Larson is going to support the rally with an interview on his
radio show next week before the rally.

The Patriot Party At The Capitol on Feb.8th is at 10AM and the details
on where at the Capitol are still being determined and I should have
resolution today or tomorrow.

Both Rallies are to support 2nd Amendment Rights and protest gun bans,
restrictive laws, or magazine bans.

We have people from all around Oregon and Southern Washington attending.

These events are in every Capitol City in American at corresponding time zones.

Remember that Salem is an Open Carry UNLOADED City unless you possess
a concealed carry permit.

If folks are bringing rifles or shotguns I am asking them to lock the
ammo in the vehicle.

All political parties are being represented and this will be a
respectful, peaceful, and well behaved gathering.

Bring signs, family, and friends. We have strength in numbers.

We encourage all people who believe in liberty to get to Salem if they

Please remember, state law does NOT allow loaded firearms in “public
buildings” if you do not have a concealed handgun license. Police can,
under current law, inspect any firearm in a public building to
determine if it is “loaded."

While this rally is going to be on the steps of the Capitol it would
be wise to assume that the State Police will consider those steps part
of a “public building.” Do not give them the opportunity to hook
someone up and stuff them into a police car.

We all have our own ideas about how to act at these events. Some of us
will want to be more provocative than others. That’s life in America.
Let’s just all keep in mind that a rally on a day the "anointed ones"
are not in the building is mostly for the benefit of the media. The
media is largely determined to depict us as paranoid hotheads. So
let’s remember that how we come across will really matter.

We are still, for the most part , free people. Let’s exercise that
freedom. We do not need to be docile or apologetic, however we do NOT
need to give our opponents any ammunition.
