Rode the bus, motorcycles and bicycles to work in Oregon rain for many years. Still hike all year round. I like this stuff better than other products I've used. Cheap at local cheap stores and online.
 
I use Nik-Wax wash in sealer for my rain and hunting gear, works awesome, but needs to be done at least once a year to maintain maximum effectiveness!

For a tarp type thing I'd do an oilcloth recipe.. again, online. It's basically linseed oil and thinner iirc. You have to be careful and it'll off gas/stink for quite a while.
 
WAY too expensive.. I make my own. Plenty of how to's online.
I waterproofed a milsurp canvas anorak that took probably a quart or so.

I have a paint can full of my homemade goop. I made a batch about 15 years ago, re-do my tin cloths every spring and have determined I have about a 3-lifetime supply of the stuff.
The wee Filson can is much more photogenic than my batch.
Beeswax, boiled linseed oil, and turpentine is pretty much it if I remember correctly.
