Well, now it's legal to conceal carry in the cities.

Only reason to have a carry permit is because you get delayed.I get delayed ,so I have a carry permit that the ATF sees fit as a nics check (just like they do for washington) and I walk out with the gun of my choice

An officer isn't going to know if you re a resident or not,so I would guess it wouldn't matter.
Plus the same rules apply everywhere,you act like an idiot and you'll get checked for something
Act like a civil person and if your coat falls open and shows your gun,they probably won't bother you

Yes, it applies only to the residents of ID. OTOH, they honor ALL other states CHL/CCW permits. Like it should be...
