of corse they are they always are they have been since they came to being. Just like the FBI or the CIA buys ammo. They use ammo so they buy ammo. Nothing new nothing different nothing to worry about.

Because DHS is not DoD. DoD sucks up a very large majority of the 5.56 ammo created in the US. Easier and cheaper for them to buy .223.

Here would be my theory. Either the article was factually incorrect because most of the population doesn't know what 5.56 is but they do know what .223 is for and they wanted to get that message across . . . . . . or . . . . . . the ammo purchase is for five years worth of training and .223 is somewhat cheaper to use and at the distances they would be shooting the results may be insignificant.

So in thinking this out... 450 million rounds of 40 cal / 5 years = 90 million rounds a year.

US Border patrol has about 20,000 members who during annnual in service training sessions probably shoot more than 1000 rounds a year.... even at the low end of 1k per year... thats 20 million of those rounds.


Leaving 70 million rounds unaccounted for.

Im sure in the Customs side of the house which is about the same size.... numbers are similar.

No we are down to about 50 million rounds unaccountable.

Add in police academy training for new hires (probably about 2k/student), add special ops training.... then add the following other agencies and you get the idea that the ammo would go pretty quick.... those agencies incllude the US Coast Guard and Secret Service and ICE.

For all you paranoid folks, here is the answer. The govt. places orders ahead of the new fiscal year. All Fed agencies carry the .40. The order is made in bulk and then shipped to a certain US ARMY fort for storage. If you think that is alot, consider this. CBP alone has 42,000 sworn officers. They qualify quarterly and it takes about 200 rounds or so during one training cycle so 200 x 42,000 x 4. That is the needs for one agency for one year. Plus they get 150 rounds of practice ammo. There are 21 agencies just in homeland security. FBI has 11,000 agents. This is not counting all the academies where you shot all day for about 2 weeks. Once you see the magnitude of the 40 cal shot, you will say how do they get away with such little ammo usage. I was in the Blaine area and we never had enough ammo and always had to be careful. There is a simple answer to what seems like a conspiracy.

Congress may not even fund the purchase, while they maybe buying 450 million, they may also purchase 100 million or even *gasp* 0, if they don't get the funding. All they are doing is locking in a price for a possible future purpose. It's also a purchase that can be made over 5 years, not in one lump sum

Also, if they ended up making the total purchase of 450 million, how is this equates to 1.44 bullets per person in the USA. That isn't near enough to attack or invade or occupy the USA

No but if you gloss over the facts and pull your tin foil hat down real tight and only write in vague generalities with a light sprinkling of made up inuendos. You can get a bunch of other tin foil hat wearers to run out and start panic buying up ammo. Not really sure the advantage there but think of all the fun they can have watching it happen.
