You know "us' buying ammo is good for the USA's security? Which is true
We the People have bought many times more than that
They have put in the order for an "indefinite delivery of an indefinite quantity" over the next five years. Congress may not even fund the purchase, while they maybe buying 450 million, they may also purchase 100 million or even *gasp* 0, if they don't get the funding. All they are doing is locking in a price for a possible future purpose. It's also a purchase that can be made over 5 years, not in one lump sum
Also, if they ended up making the total purchase of 450 million, how is this equates to 1.44 bullets per person in the USA. That isn't near enough to attack or invade or occupy the USA
So in thinking this out... 450 million rounds of 40 cal / 5 years = 90 million rounds a year.
US Border patrol has about 20,000 members who during annnual in service training sessions probably shoot more than 1000 rounds a year.... even at the low end of 1k per year... thats 20 million of those rounds.
Leaving 70 million rounds unaccounted for.
Im sure in the Customs side of the house which is about the same size.... numbers are similar.
No we are down to about 50 million rounds unaccountable.
Add in police academy training for new hires (probably about 2k/student), add special ops training.... then add the following other agencies and you get the idea that the ammo would go pretty quick.... those agencies incllude the US Coast Guard and Secret Service and ICE.

In short.... probably not a government conspiracy.
No but if you gloss over the facts and pull your tin foil hat down real tight and only write in vague generalities with a light sprinkling of made up inuendos. You can get a bunch of other tin foil hat wearers to run out and start panic buying up ammo. Not really sure the advantage there but think of all the fun they can have watching it happen.
