Not sure if either is 100% truth.

The current ammunition shortage has been going on for about 5 years now. Each shortage is both more severe than the previous, and longer lasting. Everyone sees the intentions of the gov't (both federal and state) combined with a failing economy and raising inflation.

People are not panic buying, rather stocking up for lean times ahead.

Regarding the sellers:
There is price-gouging, but mainly the gunshow hacks and internet scalpers.
The legitimate stores and internet stores aren't price gouging. Their inventory is low and disrupted, and with inflation, their prices have gone up too.
