This is actually what they do in explosive factories, the floors are always kept wet, in certain applications, like where they're loading primers, you're actually standing in about 2" of water, and so is everything else in the room.

I'm not as negative on the static as some... I remember as a kid going camping in the desert, and you would crawl into your sleeping bag when it was pitch black, and just running your arm along the inside of your sleeping bag was like watching a thunderstorm happen.
