Summer of rage sounds much more like a lefty-anarchist sentiment, apprpriate to its origins.

Dictators/authoritarians prefer compliance and order.

Not always the case. They like to bluster and rant too. Consider Saddam Hussein's "This will be the mother of all battles." right before his country got its bubblegum kicked by the US military. How many times have those popcorn fart north Korean dictators threatened to blow up South Korea or the US? Remember Hugo Chavez and his tough guy talk? Dictators are bullies and have to prop themselves up with tough talk.
