After seeing these responses and not finding anything on the web I am beginning to think this has got to be Washington states best kept secret. Anyway from what I remember when buying a handgun the FFL is required to fill out 3 copies on handguns, FFL gets one local sheriffs department gets one and one is sent to the DOL in Olympia where it is kept indefinitely with owners name, make and model and serial number.Never heard of a WA DOL pistol registration. Where did you hear this from?

I realize the DOL does not call it what it is "registration". I believe the DOL refers to it as data keeping.
This is why you don't DO handguns anymore, only stripped AR lowers or better yet EPL's. Sure, they're not CCW friendly unless you're building a briefcase-PDW, but...Correct. It used to be toothless pre 594, but now every handgun transaction can be tracked effectively making the term "registration" accurate.

I know that Gov Inslee was seeking $382,000 to hire a private data entry firm to catch up on processing the backlog of pistol transfer forms but never heard if he got the money or not.Yes, WA DOL does have a pistol registry and state law requires FFLs to send notice of a pistol purchase to the DOL. Last I heard, the DOL was super backed up on processing the notices, though. To figure out when this database was established, you need to research the legislative history of RCW 9.41.090.
