Considering hiking Silver Star mountain and wanted to take a handgun on the trail. I am an Oregon resident. The hike would be through Gifford Pinchot National Forest. Would it be legal to open carry? I want to bring my G23 in a chest rig. Would keep the gun cased and unloaded until parking and hitting the trail.

All national parks allow firearms now, particular facilities within parks do not, or may not. Ranger stations, visitors centers, buses, tours etc etc.

Provided one is following the state firearms laws of wherever the park is located.

I am aware of the National Park issues. I open carried in Glacier NP last summer. The bigger issue for me is if it is legal for a non resident of Washington State to open carry.
 
A quickie google - foo notes that non-residents 21 and older may open carry in Washington state.

Caution here: Without a concealed handgun license/permit, or reciprocal equivalent (Utah non resident as an example), you can NOT carry said firearm accessible in a vehicle. Glove box/center console doesn't count. I believe it must be unloaded, in a lock box or vehicle true trunk (not accessible from the passenger area).
 
Thanks. I agree it does appear legal to open carry. Second issue, if I am using a backpack and store my weapon loaded is it concealed? Certainly not easily accessible and I can see where this might be determined by an officer as to availability. If I decided to put it in my pack I would rather have it ready to go if needed, as opposed to loading it.

Yup. That would be concealed. As would an OWB carry covered over by a jacket, sweater or large shirt etc.

Carrying firearms.
(1)(a) Except in the person's place of abode or fixed place of business, a person shall not carry a pistol concealed on his or her person without a license to carry a concealed pistol.
(b) Every licensee shall have his or her concealed pistol license in his or her immediate possession at all times that he or she is required by this section to have a concealed pistol license and shall display the same upon demand to any police officer or to any other person when and if required by law to do so. Any violation of this subsection (1)(b) shall be a class 1 civil infraction under chapter 7.80 RCW and shall be punished accordingly pursuant to chapter 7.80 RCW and the infraction rules for courts of limited jurisdiction.
(2)(a) A person shall not carry or place a loaded pistol in any vehicle unless the person has a license to carry a concealed pistol and: (i) The pistol is on the licensee's person, (ii) the licensee is within the vehicle at all times that the pistol is there, or (iii) the licensee is away from the vehicle and the pistol is locked within the vehicle and concealed from view from outside the vehicle.
(b) A violation of this subsection is a misdemeanor.
(3)(a) A person at least eighteen years of age who is in possession of an unloaded pistol shall not leave the unloaded pistol in a vehicle unless the unloaded pistol is locked within the vehicle and concealed from view from outside the vehicle.

(4) Nothing in this section permits the possession of firearms illegal to possess under state or federal law.

I apologize for the thread-veer, but wanted to share what my recent numbers show:

Best as I can tell; fifteen states recognize Oregon CHL, six other states don't require a permit, making it 22 states you can carry with a resident Oregon CHL. Arkansas has constitutional carry, but only for residents.

The one that seems weirdest to me is South Dakota. They accept nonresident Oregon carry permits, but not resident ones. It has something to do with the way their reciprocity is written, and it doesn't seem worth their time to fix it (and Govs. Brownstain and Kunthaber haven't felt the need to recognize anyone elses which would change a lot).
