As an oregon resident is it legal to sell a complete upper to a wash resident? I've read that an upper isn't considered an rifle but still not sure the legality of such a transaction.

If they travel to Oregon for the purchase is it a "its on them" scenario?

Totally. It's even legal for a washington resident to drive into Oregon, and sell an upper to another Washington resident who followed him to oregon.

There's also some vague language in the law. It depends on who is reading the law and how they apply it. A complete upper receiver is not a firearm and therefore isn't banned under the law, however based on language in the law it could be defined as a "part or a combination of parts to which an assault weapon can be assembled".

A person might say there is no reason to ask buyer where they are from because it's a person to person cash sale in OR. Keeping things simple is beneficial to all.
