So if they are getting funding they do not deserve which should be going elsewhere, that is called theft. In this situation it is conspiracy to commit theft. A felony in most placed and in this case, at the federal level if for federal funding. I'm sure they don't think of it that way but it makes it more difficult for us mortals to get accurate statistics to make informed decisions.

It only discusses Medicare reimbursement rates, and implies that hospitals are getting paid "more" to diagnose COVID-19, but it doesn't say more than what. The implication is they are somehow profiting from treating COVID-19. Most credible reports indicate that hospitals are losing money in the current environment due to the cancellation of elective procedures, where they make most of their money.

Senator Dr. Scott Jensen of Minnesota came out to expose how the AMA is encouraging American doctors to overcount coronavirus deaths across the US. He showed a 7-page document coaching him, as a doctor, to fill out death certificates with a COVID-19 diagnosis without a lab test to confirm the patient actually had the virus. Why? Because of the package for this relief, hospitals are paid more to attend this virus. NOBODY is dying of the flu any more – only COVID-19

Part of the algorithm is to RULE OUT other common respiratory infections (influenza A&B, other corona-viruses etc). Easily enough done, particularly on an inpatient.

Then even if testing for Covid-19 was not available, but symptoms fit, presumptive Covid-19.

Note, Covid-19 testing is finally coming online at most medical systems, so will not have to send all to State/CDC/reference labs.

Not to mention what is probably their largest expense- labor. Hospitals are paying the non-essential employees leave with pay to stay home. And wow, are there a lot of non-essentials.

The guy is practically a prophet in my book .. Here is Michael Osterholm giving a presentation about the danger of a large disease pandemic back in 2008. He actually received death threats and insults after his presentation on Oprah back at that time when he was basically discussing the issue there. This guy wrote a book that is terrifyingly descriptive of the entire situation we are going through. I follow him closer than any other disease specialist. I first saw Michael Osterholm on an interview with Joe Rogan a couple months ago and have been following him and even check his frequent podcasts through his organization, CIDRAP's, website.
