The article also said:
Gunnels wouldn't describe what was written or how it was recorded. He also couldn't say why Garner appeared to have been targeting climbers, but added: "You're not going to find a good reason about why he was planning to do what he was doing."

Having read this, I do not trust this police department.
 
If C was hit by A's shot as a result of MISSING B, who he had intended to kill then A should have been charged with something equating as intentional and NOT an accident considering his original intent was to KILL B.

ANY injuries to anyone as a result of his ORIGINAL intent should be considered INTENTIONAL as they would NOT have happened if he had never attempted to kill B in the first place.

This is not unlike how a driver of a vehicle might be charged with something similar if the passenger commits a crime (say exits the vehicle and commits the crime) and the driver knowingly was aware of it or was acting as an accomplice in the crime

The Innocence Project has saved many innocent people of wrongful convictions for murders and/or rapes based upon DNA analysis, a method that didn't exist when the crimes were committed.
Innocent people have been released and this is of course fantastic. Plenty of guilty ones have too. There are many cases I have seen over the years that, after decades, some magically found witness or "expert" is willing to testify about something, but when you look at the entire case you can clearly see the person is guilty as sin. But because of public perception and the near impossibility of retrying a case 20+ years later, the guilty walk.

They arrested over 1,000 people after the Portland riots, most were released, some got 'slap on the wrist' sentences, some got more, one guy got 10 years
Maybe not the jail time everyone might want, but hardly crickets
 
So am I.

I assume because of the extreme risk protection order, having guns with him, all the expressed threats and the drive to the area was enough evidence to arrest him for attempted murder.
If he actually intended to do the deed, why did he tell multiple people about it ahead of time in writing? My guess is he's got a tumor growing in his brain that was causing the drive toward violence, and he was fighting it, and the written threats about his plans to attack the climbing event were either a scream for help or a way of self-sabotaging his actual doing the evil deed by making sure he would get arrested first. Or both.

The Texas School Tower shooter left behind a heart-rending diary documenting his descent into violent ideation and insanity. In the earlier stages he said he thought something bad was happening in his brain, both because of the increasing violence ideation and bad headaches for no apparent reason. He went to at least two different shrinks, as I recall, but they did not take him seriously. In his diary he asked that after his death his brain be autopsied. It was. Turned out there was a tumor growing quite near his amygdala, a part of the brain heavily involved in aggression, violence, emotionality.

Could just be a coward too, just hoping someone would stop him so he couldn't do the deed.

Guns were taken from him due to an ERPO. Sounds like red flag laws did what red flag laws do...
If a person can be subjected to a red flag, removing firearms known to be in their possession removes some of the tools, but does nothing to address the threat. The tool is not the threat - the individual is. 🤦‍♂️
