I have no doubt that CA will appeal to the 9th and given what happened last time before Bruen, I expect the 3 judge panel to again affirm, especially given the fact that Bruen took away the entire basis of the en banc panel reversing the 3 judge panel. If it passes it is "the will of the people" and will stand unless it's found unconstitutional.
