Unfortunately, the fix would be through individual school boards, which are political entities. If there was a grassroots push in each district by its parents and concerned citizens, individual school boards would adopt different policies. But this is Oregon. The chances that this would start where I am is nil. A movement like this should start in more rural districts. It is unfortunate that I know of not a SINGLE district that has any allowances for trained firearm experts on their staffs being allowed to carry (or some sort of storage).
 
Not sure how they can circumvent the lae which is clear in that a CHL exempts you from rules barring firearms in public except for those buildings expressed in the law itself.

The courts already gave schools the authority to circumvent the law - illegally IMO, as there is nothing in the ORS granting such authority. Now they say they can enforce "contracts" that prohibit guns on campus or parts thereof - but those contracts certainly do not and cannot apply to the general public unless a person enters willingly into said contract.

OFF has done a good job and i hope Kevin and crew keep fighting. The people in charge of public institutions are incompetent and ill intentioned at best when it comes to respecting basic civil rights and societal norms but bend over backward to grant special "rights" where none exist. :mad:
 
ORS 166.370 clearly makes it illegal to carry a weapon in a public building. Very clear.

But wait, public building is a legal term.

ORS 166.360 defines a public building with various places including public and private schools. Very clear.

But wait, it further says you have to look at ORS 297.405 for municipal corporation to any place that is occupied by a city or county government (like a library) and Corporations established with state powers *further defined in ORS 441.525 ( such as a behavioral care facility, or an outpatient renal care facility) and public corporations (Like PGE?)

So it's illegal right, very clear.

But

ORS 166.370 says none of that applies to a person licensed under 166.291 (Concealed handgun license).

So yes, you can carry in a School.

The legislature was actually pretty nuanced when they wrote all this, you still can't carry in a court room because they made that a separate section without exemption.

Discharging a gun knowingly or with reckless disregard at a school is a class C felony regardless of your intent. Think about that one for a moment. Thankfully Oregon has a law called the choice of two evils. So shooting a gun at a school is a felony, but stopping a mad man would meet the standard ofan emergency measure to avoid an imminent public or private injury (and the rest of the statute)
