I know you said you didn't want a single shot, but that is a great option for a younger shooter; hard for them to get themselves in trouble. My personal feeling is that a semi auto is a bad choice for such a young person so, as a 10/22 is a great plinker, not great for someone of that age. Again, just my opinion.
 
My friend was looking for a first rifle for his 9 year old son. So i sold him my 10/22 carbine. I then found a beat up factory stock and cut 2" off of the butt to reduce LOP, so it was his size. It works great, and the only thing harmed was a $10 factory birch stock(which sucks anyway). When he gets a little bigger he can put an aftermarket stock on it. And customize it like my 10/22.
