Bugging out is probably a pipe dream because either the situation is small enough it was a minor evacuation and the government will step in or all the major metropolitan areas just had a blinding white flash and they're now millions of people bugging out. the chances of finding that one little untouched area that has the resources to provide without the plunderers to take it is zero.
 
When SHTF, there will be Martial law.
Roads will be controlled by the Military and you may not be granted the go ahead to go on your merry way.

If your vehicle runs, you will be in better shape than those with vehicles which have been impacted by EMP (Which is likely in case of a military strike on The Mainland.)

If you are behind enemy lines, probably not going to be able to go where you want when you want. The roads and your stuff (vehicle) may be taken from you by bad guys or even your own military/govt should they decide to take your stuff and use it.

Wasn't that the whole purpose of the NDAA or was it REX 81. (I get them mixed up) To lay the legal framework to confiscate anything needed from John Q Public in time of War? Your hose, your clothing, guns, vehicles, farm equipment.... They can even put you to work in a labor camp if they want to.

I plan on hunkering down and watching the house, and working together with neighbors to keep the hood secure.

Agreed.

Bugging in will probably be the only option for most people. Heck getting back home might be challenging enough for those who aren't located close to home when disaster/event hits.

Resources might be better spent fortifying and building preps for your own residence which could payoff during normal times as well.
