does a holder of a concealed weapons permit have to do another background check when buying a new rifle?

Yup, Every time no matter what.

Suck thing is, as permanent resident even with CC permit, I had to wait to clear when buying handgun.:(

There are a few states that don't require it, but around here, yep.

Think of it as giving some money back to the state for the privilege of waiting about 30 minutes.

At least in Florida anyway - even if you have a concealed weapons permit. But, if you do have a concealed weapons permit, you don't have to wait 3 days to pick it up like you would in a few counties in Florida.

When the Instacheck came in the waiting period went out but then all gun sales have to do a check now. The permit used to be good to eliminate the waiting period on hand guns and there wasnt a waiting on long guns but that was the good ol days.

I was in Bi-Mart a while back and there was a guy who had gone through a Sheriff's background check for something or other and he was trying to convince the salesperson that he didn't need to go through a NICS check. Right...

It's amazing to me how little people really know about the various laws.

Yes, they do. I have both an Oregon and Utah ccwp but had to submit to a check to get my new Savage. This was last week.
