I think it's worse than that. When the city was properly policed, individual miscreants were largely intimidated from stepping out and committing crimes knowing the police would immediately pounce.Portland has realized it needs police. Unfortunately, now, it is more burdensome to fund them and harder to attract officers to a city where they know the government doesn't want them.
Until leadership is changed to someone else, it is unlikely that this would be possible and it is even more unlikely that the leadership would be changed until the voters change.Maybe Portland can't put the genie back in the bottle.

I think most that come from Mexico go to Hillsboro - many have relatives/friends there. With a very strong Hispanic/Latino community here in Polk County, it's managed to have stayed "red" for over 30+ years.
