Then who keeps the copies of the 4473 records except for the dealer?
I am 100% sure they are kept by the state and federal government.

I gave a handgun to a relative in the late 90's, which was stolen at a later date. When the sheriffs office called me to say they had a handgun in the evidence locker with my name on it, I was listed as the FFL holder who sold the gun and also i was listed as the buyer!

Some Gov agency somewhere keeps these records, or they would not know!

When i went to the sheriffs office to get the handgun, i asked where it was found, etc.... The sheriffs office had no idea, they told me they were cleaning out the evidence locker and found it there, with no tags or records as to where it came from, where it was found or when.

The handgun was in excellent condition, so i took it back.
