Transfer has to be done at an FFL in your state of residence. Have him meet you at an FFL in WA and do the transfer.

I thought you could transfer to family or I'd that only WA to WA??

family to family is fine as long as you live in the same state.

handguns and others require you to be a resident of the state and at least 21.

so he would have to come to your ffl or ship it to them and you do the transfer into your name
