Why not get some of those ocean going cargo containers,bury several side x side or stacked with a couple of culverts welded onto the end ones to use as entrances and exits.
Cut and weld some access ways between them to create a bunker.
Air filtration systems are avail,stock them up and your ready for what ever it is you are worried about

my worries are plumbing / sanitation and lighting. i thought about this already as well.

well just have a drain pipe/hole, and hope that you are above the water table.
