Any thoughts on Measure 114 and concealed carry in vehicles? Let's say you have a CHL and pre-ban magazine, section 5(c)(E) seems to suggest that you won't be able to carry the magazine in the gun regardless of those two preconditions. This is because section 5(a) and (b) are conditioned by 5(c) which states: "While transporting any large-capacity magazines in a vehicle to one of the locations authorized in paragraphs (c)(A) to (D) of this subsection, the large-capacity magazine is not inserted into the firearm and is locked in a separate container."

Partial Full Text:

(5) As of the effective date of this 2022 Act, it shall be an affirmative defense, as provided in ORS 166.055, to the unlawful possession, use and transfer of a large-capacity magazine in this state by any person, provided that:
(a) The large-capacity magazine was owned by the person before the effective date of this 2022 Act and maintained in the person's control or possession; or
(b) The possession of a large-capacity magazine was obtained by a person who, on or after the effective date of this section, acquired possession of the large-capacity magazine by operation of law upon the death of a former owner who was in legal possession of the large-capacity magazine; and
(c) In addition to either (a) or (b) of this subsection the owner has not maintained the large-capacity magazine in a manner other than:
(A) On property owned or immediately controlled by the registered owner;
(B) On the premises of a gun dealer or gunsmith licensed under 18 U.S.C. 923 for the purpose of lawful service or repair; (C) While engaging in the legal use of the large-capacity magazine, at a public or private shooting range or shooting gallery
or for recreational activities such as hunting, to the extent permitted under state law; or
(D) While participating in firearms competition or exhibition, display or educational project about firearms sponsored,
conducted by, approved or under the auspices of a law enforcement agency or a national or state-recognized entity that fosters proficiency in firearms use or promotes firearms education; and
(E) While transporting any large-capacity magazines in a vehicle to one of the locations authorized in paragraphs (c)(A) to (D) of this subsection, the large-capacity magazine is not inserted into the firearm and is locked in a separate container.
You answered your own question thoroughly. Not sure why felt compelled to post it here.

It is abvious from the git go that this measure should never have made the ballot but with the make-up of Oregon's governing body and in this case the secretary of state, it is where it is. The biggie if the measure passes i who or what will take this through the court system. That will be the only salvation to keep us out of 1930's eastern Europe. Keep in mind, the crafters of this bit of communism have stated, "this is a meaningful start towards sendible gun laws" Read that "a meaningful step towards communism/nazism."

The same State Supreme Court that said Ms. Brown had the right to continue to use her emergency powers past the Oregon Constitution's limits because "public health and safety" overrode legalities? we all know how they are gonna decide... what's important will be appealing to 9th Circut and that'll take time and money, time that gun shops, gun shows, home FFLs, and ranges will be severely curtailed and gone.

Yep, this is just the start. It'll get dragged out through the courts and the next election cycle they'll go after full on confiscation.

I live in Multnomah County. I don't talk or associate with a lot of people but I personally know at least 10 people that voted No on 114. By the percentages, it's scary to think how many people voted Yes per each of our No votes.

Do people really not get what this does? I mean I think people just want "gun safety" and truly didn't read the meat and potatoes and math out how it will affect them or people they know.

Also... did they think about the real costs to implement this? Oh that's right we grow money on trees here in Multnomah County...so no.
That's why just voting is not enough. People need to cast INFORMED votes, after researching the facts and constitutionality of ballot measures, and also voting with reason, not emotion.

Imo the leftist group of people think simply, naively, and idealistically in regards to guns. They think that it's simply a matter of how many guns are owned by private poeple. Fe I have heard them say that even if the number is reduced by even 1 or 100 guns then that's progress for them. They want zero guns in the hands of private citizens ultimately.

Idiots.

In 2021 there was an average of 247,000 guns sold per day. Their idiotic and naive ideas only reduce the ability of good poeple to protect themselves while empowering the black market which makes it easier to get guns into the hands of criminals.

My wife and I sent our ballots in early. According to the secretary of state page for vote tracking they have not been counted. Something isn't right.
Could be that they put all mail in ballots in a pile and process them at a certain time. Some ballots mailed from far corners of the state could take many days in the mail to get there. Just a guess though.

Page says they received our ballots Oct. 26th. We're from a small town outside of Salem. Very conservative area. They may be scared to open them up.

Looks like the gap may be closing. It's a squeaker for sure. Hopefully they are done counting Metro votes

I think , if you could check, you would find that many people you thought were "on our side" voted for this. By which I mean, guys who stand to rake in a fortune teaching these "gun safety classes and perhaps contracting to fulfill other functions required in the measure. Have that in the back of your mind next time you refer someone to a class or select one yourself. Meanwhile, watch who scrambles to be a street-level certifying authority. There is no love in my heart for those two-faced scoundrels who jump aboard the effort to make laws like this "work" by participating in any part of executing the law's requirements for profit.

Just found a cool site that shows all the good counties to live in Oregon and the bad counties. The counties with big red bars are the good ones and the ones with big green bars are the bad ones. :p

All elections are 100% rigged and the outcome has always been predicted years or even decades in advance.... This goes for Presidential elections and elections at state level. This world is a stage. All governments are in on it..

The elites are the ones who choose who can become president, governor, and what laws they want to pass.. It doesnt matter if the election process is mail in voting or electronic.. ALL of them can be 100% rigged!!! THEY ARE THE ONES IN CONTROL.

You vote doesnt mean jack $h&t. They are just giving you a false sense of "freedom" thinking that your vote actually matters.. lol.

The people who cast the votes don't decide an election, the people who count the votes do. - Joseph Stalin

My personal prediction is that the Elites have already chosen the democrat governor, and they will choose to pass measure 114 too... We will see how this plays out.
