Why are police allowed to own flash bangs but we aren't? Also I want an m60

Not all cops look like those pictures. Just a chosen few.
What scares me more is that every department with any policing powers are getting their own gear like those in the pictures, "special training", cool new expensive equipment.
In CA, even fish and game wardens are getting into this. They have their own SWAT teams. In a manner of just a few years they went from not carrying guns to getting their own SWAT teams. If they find a field of Marijuana they bring in their own specially trained squads with all the toys including helicopters and machine guns. What happened to giving special needs situations to the few true experts in the field?
Police used to call in the county sheriff for help or the state police if they need major help. Now all except the poorest of cities and counties have their own specially trained team, gear, machine guns, sniper rifles and all types of flying gear.
