You can buy it, but you would have to ship it to an FFL in Oregon to take possession.
Same as ordering one online from out of state.

Or...if it's a private party sale and the Washington owner is close, have them bring it across the border into Oregon and handle the transfer at an Oregon FFL and save the shipping.

To answer what I believe you are asking,the wa permit does nothing for an out of state buyer.

heck the oregon permit does nothing for an oregon carry permit holder. It use to negate the background check, no longer.
