Buck 110 duel action

Hi Folks:

Checking to see if any of you know much about this Cumberland Knife and tool Buck duel action conversation. The fit and finish is excellent and so is the action. Date code is 110C but the C is squared so I believe it is a 1999 production. The only other one I have seen like this was on a YouTube.
