I saw language about it in there, but my brain turned to mush by the sixth page, and I could not fully understand it.

Well, being this is the same warmed over Diane Fienstein legislation as always, the dates could reach back to last century, if they've not carefully updated the bill..

I don't see any analysis in the news, but based on this: Amber Tamblyn on Twitter, it doesn't even have support from all Democrats. According to this Party Breakdown there are 238 Republicans in the House, 193 Democrats, and 4 vacancies. That leaves plenty of room for more than a few Republicans to also back the bill, and still see it fail.
