Yes! And this gets to the core of the issue imo. Not enough seriousness by armorer/prop master, crew, assistant director, producer (for creating such an environment), and actor. As said by others above if u look to her past comments about telling if there is a dummy round in there or not (and many other similar comments and actions) it seems like she is not taking it seriously at all (as were the others).

The only reason I can think of is if they were filming the practice and needed a tight shot of the cylinder.
I wouldn't want to be the person that was target shooting with the prop guns and then mixing in live ammo with the dummy rounds.
And maybe that person was the armorer ?
 
Now that I know that the realistic looking dummy rounds have a BB in the cartridge instead of gunpowder, the statement by assistant director David Halls that he would "shake" the revolver (hear the four BBs rattle) and declare the gun as cold makes more sense. Not proper procedure, but at least now we have some context. If the armorer did spin the cylinder, then the one live round with a real primer should have looked different than the four dummy rounds and raised a safety flag.
 
There is no need for a dummy round to have a realistic-looking primer. A dense plastic of bright color would be appropriate, if any at all. A visual check of the base of the cartridges would show up a live round.

If you put BB's in a cartridge as an indicator, shaking it would be an audible warning. The problem is one live round and five dummy rounds would sound the same as six dummy rounds, probably even to an expert. Using that as a safety system is literally negligent.

If you just want to show the round in a magazine or a revolver cylinder yes, but not if the round is shown outside the gun or magazine. I don't know if the scene they were doing involved either of those. If I had to guess I'd think it unlikely. And in any case you could CGI that in anyway, right?
 
Yes. Any cartridge in a firearm would have a dummy primer or no primer at all. All people in the chain of custody of the loaded firearm would have to be present when it was loaded, and the actor verifying each round as it is loaded.
