I believe the 6mm flobeet does not have gunpowder. It only uses the primer as the propelled, but I'm wondering if the ATF considers this a firearm.

There's at least one firearm on the C&R list in 6㎜ Flobert that is considered a "firearm" under GCA68, so maybe so.
