What is the best scope to buy for less then $400 for varmit hunting?

I recently purchases a .223 and now I need to purchase a scope for it. I want to spend less then $400 so I would like some recomendations. How do you use the windage adjustment and elevation adjustments. With my deerrifle and use a 3x9x50 Leopold. I like the quality but not sure that I want leopold or nikon or??? Please help..

that's what I have on my Savage .22-250

this combination, with Nosler 55Gr ballistic tip, and 35.5Gr varget puts 3 shots in 1 hole at 100 yards, from prone position with a bipod.
