Here is a problem facing these ideas... the SCOTUS have in the past, affirmed that even though...
1) we have the enumerated Rights that Government is to protect;

2) they are not unlimited/unrestricted.

What that means... let us use the 1st Amendment for example;
We can say what we wish to say, however we cannot say "FIRE!" In a theater; without cause nor consequences.
We can practice religious beliefs, but wherein the specific beliefs promote the death of a fellow American, or human being(abortion notwithstanding; though I believe abortion is not good at all), we cannot simply execute them for violating our specific religious beliefs (see stoning for Judaism; and more recently, Sharia Law in the M.E.) in America.

In the same vein, the SCOTUS have determined that the gun control Acts of 1934, 1968, 1986 and 1994 were all "constitutional", and that the Appeals Courts of specific Districs have upheld magazine restrictions of certain States; because of their interpretation that Constitutional Rights are not unlimited/unrestricted
 
Reasonable restrictions:

No legislator shall have more than:
5 assistants, 5 computers, 5 chairs, 5 min on the House/Senate floor for any reason.
All bills submitted must be pre-approved by the opposing party members
A BGC is required prior to any purchase of paper, pens, cellphone time, etc
Legislators are limited to 20 min of computer, speaking, phone use, etc per month
All gov property is to be locked at all times. A BGC is needed to get the key from the Sargeant at Arms to unlock property.
Property shall not be transfered to another party. Sharing of a laptop will incur a criminal penalty of 1 year and $6250 for each party to the transfer.
