Short Rail mounting options for Bipods and Fore Grip?

Two things I will mention to get the options out of the way. Buying a new hand guard is not a plan.

My hand guard is not key-mod or m-loc compatible. That said,
what is the best mounting (adding a short PIC rail) solution for a bipod? Or for that matter, a fore-grip.

This is the best low-profile option.

Note that: They are ideal for round fore ends with outside diameter from 1-5/16" - 1-1/2"
Hmm, I wonder what other uses they can be used for?

Depends on the handguard. There are aftermarket picatinny rails for "standard" handguards with a row of round holes on the bottom. I've mounted rails on these before. If you have a regular handguard, search for "short picatinny rail standard handguard" on Bing or Google.
