Well they can't. It is a baseless infringement under the guise of public safety. Safety is a personal responsibility as we have learned by other rulings indicating police don't have an obligation to protect you.

For example say if you purchased a gun on around the 10th of November without a chp you were probably at around 5500 in line, now your at about 17000 in line. Unbelievable but true.

My guess is they staffed up and worked extra until the 7th thinking it would all stop on the 8th, gave everyone a 4 day Weekend.
