addendum: the dog's owner is not absolved of his responsibility. My point is, don't make something small into something big. The bees are likely a seasonal phenomenon, too. This too shall pass...

I have a friend that had the same problem a couple years ago. His neighbor basically told him we wasnt gonna do anything about his dogs crap in other peoples yards. My friend put a drain pan full of antifreeze outside by his garage. Couple days later and the problem was solved.
i was always told if the dogs dumb enough to drink antifreeze its not worth havin around

I didn't see anything that mentioned this so I'll say it:
Pour bacon grease on the dog's matter after he leaves. When he comes back he'll recycle for you. Eventually he'll stop, get sick, or continue. Either way it's a neat way to go green, and a fun way to get rid of bacon grease.
If the dog doesn't recycle it, talk to your neighbor.
If that doesn't work, report it to the proper authorities.
