Oregon Hypothetical SB 941 question

A guy from out of state was asking me today about our SB 941 and his question was if a gun is transferred via the now required BGC does it establish a 'chain of custody' ? Example - if a person were to buy a previously 941 transferred gun without the BGC, and then later wanted to sell it and then DOES accomplish a BGC to the new owner will it throw up a 'red flag' and a 'break' in the chain? I really did not know how to answer this. If anyone has the correct answer do tell.

Theres the rub of this law....we don't have registration ( ya, ya, I know better, but we "don't" )...Soooo if we don't have registration, how is a law like this supposed to work?
I've never had this one explained without a "hey, wait a minute..."
