I read this and got worried.

I store "a few" lbs of powder and went looking for a max requirement before neededing a magazine. All I could find was smokeless powder with the intent to use it for firearms are not controlled under the ATF storage laws. I might be missing something but they are saying not needed here:

Hard to organize but great idea

Well, yeah, if people are spread out to much. You being in Castle rock might be an issue, depending on how bad you need something? Hey, "Road Trip!" I just got done with a group buy where I put the money up for projectiles and then sold 'em for very close to cost.
 
NFPA recommendations are often codified into law by city ordinances. To find out if you're compliant, you need to find out what local ordinances are.
