FFL transfer and sales tax

Person to person sale does not collect sales tax.

Dealer to person collects sales tax.

Out of state private party takes to dealer for shipment and transfer. Dealer ships to your FFL and only includes dealer info in shipment, your FFL assumes purchase is from a dealer and charges you tax.

Out of state private party takes to dealer for shipment and transfer and includes a copy of their drivers license, your FFL should know it is a private party purchase only shipped through FFL. Should not collect sales tax.

If your FFL is charging you tax for an out of state purchase from private party, with private party info included with shipment, you may want to have serious talk with your FFL.

i 594 exempted private firearm transfers from sales tax and use tax. Its written in the law. If a dealer is charging sales tax on a private transfer he is mistaken or a crook.
