Dealer to person collects sales tax.
Out of state private party takes to dealer for shipment and transfer. Dealer ships to your FFL and only includes dealer info in shipment, your FFL assumes purchase is from a dealer and charges you tax.
Out of state private party takes to dealer for shipment and transfer and includes a copy of their drivers license, your FFL should know it is a private party purchase only shipped through FFL. Should not collect sales tax.
