I think it was the LA Riots in the 1980's where the city ordered all the police out of the riot area and shut down all the gun stores and ammunition supplies. So the folks that had guns and ammo could take care of themselves, and the police told them to do so on the QT. But if you had no way to protect yourself or your family you were dogmeat.

Same with NY/NJ, looters can just march in and take what they want when in mob form since no one can stop a mob without a firearm.

Of coarse bloomberg would only want the local police. Remember what happened during katrina? Local LE was rounding up and destroying peoples guns but the military did not comply. In fact, If I recall, it was the military that flat out refused to round up weapons and were the ones to bring it to light. With the military not helping in the clean up bloomberg and the NYPD can do anything they want and get away with it.
