Interestingly enough, once the population realized what can be done with these hornets and their nests (grubs), they were turned into a delicacy. Watched a documentary about the harvesting and collection of these hornets as a food source in non-native habitats.

Thanks for the heads up. I didn't know these beasties were here. They need to start producing those salt guns that kill flies but with 10x the power. Then put a bounty on these things. Once an invasive species is here, they are pretty much impossible to eradicate.
If you want to eliminate these kinda things from happening, you have to mandate steps be taken to protect against introduction prior to importing goods. Industry doesn't like to hear sweeping rules like that, so often they kick the can down the road via political pull.
If you really want to eliminate the possibility of these kinda things, you have to eliminate international trade.
