Most likely not - I assume Tula 7.62x39 will be steel-cased, thus non-reloadable. But you might be able to reload Yugo 7.62x39 surplus... not sure if the primer size is the same...

Hmmm.. I just picked up 300 pieces of 7.62x39 brass...I'll pull one to check, but I assume those will be boxer style.

Steel case and berdan are both able to be reloaded. Generally I think it comes down to cost and effort. Lots of threads about it, reloading steel cases - Google Search

Sounds good. I didn't realize steel cases are elastic enough to be sized...

They are but you need a good die, strong arm, and lots of patience. Don't bother with the "painted steel" cases. You'll run out of patience real quick.

IMHO, reloading berdan primed cases is for those rare calibers that brass is scarce for, new or used.
