Yup.....BUT, you have remember a conversion kit is just that, something that allows you to shoot cheaply while maintaining your main platform. It will NOT be a tack-driving machine. I think people expect WAY too much from their kits, if you want something that will shoot MOA get something that started life as a .22 in the 1st place ( like a dedicated .22 upper, 10/22, GSG, ect. )

There's probably no factual basis for it, but I wouldn't want to put a smaller diameter bullet (.22) through my AR barrel.

When I measured some federal bulk pack .22 they measured .224, I took some from different lot samples also.

The bullets for .22lr should measure .223 and .223 should measure .224 to be in spec.

Considering how much u're gonna spend on an upper and how much u've already spent on the conversion kit and mags...why not just buy a GSG? They're fun as **** to shoot and in my experience, very accurate. To me, a choice between buying a new upper, conversion kit and mags or buying a GSG is really no choice at all; GSG (or another 22LR). And if the HK design doesn't particularly appeal to u, u can pick up one of these when they come out:
