People change and that statement was a long time ago. Plus all politicians/businessmen say what they feel the voting majority or consumer want's to hear. Obama used to lie and say he was against gay marriage for example. Hillary changes her accent to suit the Demographics of the crowd.

Not defending him, for all I know he still stands by that statement. I think he's unelectable and would lose in the Primary and against Hillary even though he'd make a better President than her.
Is he running as a Republican or an Independent?

I don't feel he really wants the job but wants the National spotlight more to espouse his views on our lopsided trade with China.

Depends on the context and location. It used to be a legal term across all of the states. After the Brady Bill sunsetted, I guess it's mostly a political term except in Detroit, Chicago, New Jersey, California, places like that.
